JOB DUTIES This is an executive position working with the nationally accredited Parks, Recreation and Cultural Affairs Department. The Department has eleven (11) diverse divisions that are committed to building gateways that enrich our community through exceptional customer focus. This position will provide project management, design and long range planning for the department. This position will be key in implementation of the PRCA Master Plan which derives programming to meet citizen needs. Under general direction from the Director of Parks, Recreation and Cultural Affairs Director manages and coordinates all phases of park planning, studies, needs assessment, and CIP including public engagement process, planning, design, construction, supervision and administration of consultants and contractors, and to perform related duties as required. Essential Duties: Manages and coordinates park and recreation planning studies and facility project planning and design. This includes the following: Develops project scope, work plan, and resource allocation, and the selection of professional consultants as needed Conducts research and site or facility analysis to determine feasibility Facilitates project reviews with the public, city, or other government staff to reach consensus on park policy, site and recreation facility development Works closely with community groups to implement an open high quality public review process Mediates conflicts among interest groups as plans evolve Prepares written and graphic reports and agenda items, make presentations for various advisory boards, including the Parks and Recreation Advisory Commission, Planning and Zoning Commission and City Council Oversees final design, bid documents and specifications; manages bid process Represents environmental values and concerns in planning activities May provide input on the environmental effects of city capital projects during the conceptual and public process stages. Represents the Parks, Recreation and Cultural Affairs Department through participation in regional planning activities, including: Reviews urban development proposals and provides departmental comments through the Development Review Process. Researches background information pertaining to projects under review. Works with other city staff to reach a unified position with regard to proposals. Negotiates with applicants to make needed changes in proposals Contributes in efforts with major revisions of the City of Farmington's Comprehensive Plan. Revise and update PRCA Master Plan to align with the Comprehensive Plan. Reviews changes to land use maps for impacts on the needs for parks and recreation services. Represent the city at public meetings, citizen advisory boards, City Council Meetings, and other governmental agency meetings. Provides park planning technical advice and assistance to parks maintenance and recreation staff and other city staff. Develops, monitors and implements proper health and safety procedures, related to design and construction of park and recreation facilities. Takes proper safety precautions, anticipates unsafe circumstances and acts accordingly to prevent accidents. Responsible for safety of self, others, materials, and equipment. Assists with searching for grants and application process; prepares and administers grants as needed. Non-essential Duties: Responsible for knowing and complying with all federal, state and local regulations. Specifically as they relate to universal accessibility and environmental concerns. Other duties as assigned. QUALIFICATIONS This position is subject to the City of Farmington's Drug and Alcohol Testing Policy which includes: pre-employment testing, post-accident testing, reasonable suspicion testing, return to duty testing, and follow-up testing. Bachelor's degree in Landscape Architecture from an accredited university, or a bachelor's degree in a closely related field plus a minimum of five years' experience in design and project management, including design and construction of park and recreation facilities, or any equivalent combination of education and experience or related field. Master's Degree and/or Licensed Landscape Architect preferred. Certified Playground Safety Inspector designation or must acquire within 9 months from hire. Valid New Mexico driver's license with acceptable driving record for the past two years is required. Ability to work varied hours including evenings and weekends. Working knowledge of current principles and practices used in the design and construction of parks, recreation and cultural affairs programs and services; applicable state, city and federal regulations/guidelines pertaining to areas of responsibility; and overall city operations, including capital budgeting procedures. Establish and maintain professional effective relationships with external public, vendors, internal management and non-management employees, and City and other government officials. Excellent communication (verbal and written) organizational, and analytical skills. Working knowledge of word processing, spreadsheet, CAD and GIS computer skills. Ability to prepare and maintain records and reports. Knowledge of budget preparation and office management TOOLS AND EQUIPMENT USED: Personal computer including MS Word, Excel, PowerPoint, CAD, GIS, inventory and financial software; motor vehicle, calculator, copy machine, telephone, fax machine, cash register, & digital camera.
