Manages a staff of 100 who provides daily supervision of cost effective repairs and maintenance resulting in safe movement of trains that are operational 24 hours a day. Manages the budget and departmental operations to ensure projects are completed on target.
Bachelor's degree - Engineering, Architecture, or related field;
7 year(s) experience with construction management, design, and/or land surveying or equivalent combination of education and experience.
Manages all employees in the Signal department as it relates to safety and training to ensure work is performed in a safe manner and accidents are avoided;
Ensures subordinate supervisors regularly conduct efficiency testing of staff;
Manages logistics to ensure staff has appropriate labor and material to maintain the signal system on a daily basis;
Oversee's day to day operations in the Signal Department;
Manages Signal Department Capital Budget and Overtime Budget;
Manages Signal FRA Testing;
Oversees 1 CTC Maintainer and TMDS Dispatch System;
Oversees Signal FRA Defects and Violations and other reporting;
Ensurs the configuration management database (RailDocs) is up to date and accurate;
Ensures timely; repairs for signal system failures, accident investigation and reporting, related investigations and discipline across the Signal Department while working with the legal department on signal related issues;
Handle Investigations and Discipline for all signal employees;
Provides Claims with necessary information related to crossing accidents, signal inspection records, field recorder logs etc;
Investigates reports of false clears, activation failures, trains getting by red signals, run thru switches etc. and provide necessary recorder logs, and records as needed;
Directs and maintains other administrative duties, Seniority Rosters, Job Bulletins, Signal Circulars, Vacation Rosters etc;
Maintains and updates the Signal Department Rules Standards and Instructions;
Manages Signal Department Truck Fleet;
Maintains FRA hours of service records;
Works closely with Labor Relations team to manage labor and union issues;
Participants in the Velocity Committee calls;
Works with IT to develop and maintain a signal profile for Signal Department laptops;
Participates as subject matter expert in new IT databases that include signal department related information, and other IT activities;
Participates in TMDS related issues;
Responds to derailments for signal department as a first responder.
Works with Critical Information Desk (CID) to maintain FRA compliance and procedures.
Oversees signal capital and billable projects.
Assists in estimating capital projects, material issues and suppliers, and the Engineering Project Management department with projects as needed.
Oversees PTC related activities and implementation as it relates to the Signal Department.
Oversees the development and implementation of emergency disaster recovery plan, ie hurricanes, ice storms etc.
