Loudoun County's Department of Transportation & Capital Infrastructure is currently seeking qualified applicants for a Deputy Director, Capital Projects Design and Construction. The Deputy Director serves as second in-charge of Department Operations and provides leadership and oversight in the design, land acquisition, project and construction management phases of Capital Projects. This position oversees procurement of design professional services, acquisition of real property, development of project designs, construction management, and contract administration. Additionally, the position provides project-related cost analysis, advises on policy matters and ensures compliance with applicable federal, state, and local regulations. The Deputy Director manages multiple, highly complex projects and coordinates problem solving of emergency or ad hoc projects designated by the Director and provides strategic planning for the department’s long and short-term goals and objectives. Finally, this position presents to community members, the Loudoun County Board of Supervisors and other public forums on a wide variety of capital design and construction issues, is responsible for leading and managing a high-performing staff as well as maintaining a professional work environment in accordance with County policies and procedures and may act in the Director’s absence on all matters as needed.
The ideal candidate will possess any combination of education and experience equivalent to a Master’s degree in architecture, engineering, or related field with at least ten (10) years of related experience including two (2) years of supervisory experience in an engineering organization to include supervisory or operations/administrative oversight experience. Ten (10) years of professional management experience in an engineering environment is preferred. The successful candidate must have a current Virginia Professional Engineering License or be able to obtain within one year from the time of employment. Successful candidates will also possess comprehensive knowledge of the theory, principles, and practices of engineering/architecture design, contract management and construction techniques; construction scheduling experience, including the ability to solve all common and unusual problems encountered during design and construction; thorough knowledge of all applicable Federal, State and local laws, codes and ordinances; the skills to defend and negotiate agreements and contract resolutions concerning transportation and capital infrastructure projects; as well as the capacity to determine best use of human, fiscal and material resources. Candidates must also possess excellent communication skills and the ability to develop strong working relationships with other County staff, state agencies and regional partners. Candidates must hold a valid driver’s license.
The successful candidate must be available to support evening Board and Board committee meetings as well as conduct or support project-related public information meetings and public hearings.

The Commonwealth's Attorney is one of five constitutional officers in the Loudoun County government. The primary function of the office is to investigate and prosecute felony, misdemeanor, traffic, and juvenile criminal cases in concert with local and federal law enforcement agencies, as well as complaints from private citizens. The Loudoun County Victim Witness Program interfaces between the judicial system and crime victims and witnesses to help ensure victim and witness cooperation in prosecution, increased witness safety, and reduced levels of trauma often associated with criminal cases.
