The incumbent serves as a senior Architect or Engineer, located within the Public Buildings Service (PBS) in Region 2. As a subject matter expert, the incumbent supports the regional PBS organization by providing technical services and consultation on a diverse range of architectural, engineering, and Contracting Officer's Representative (COR) project issues. Services include assistance to CORs on complex projects at various stages of their lifecycle including: quality control, project packaging, assistance with acquisition strategy, advice related to project execution, and the implementation of organizational policy and best practices. In addition to assisting others with projects, the incumbent will carry a workload as a COR on their own projects.

Manages select projects and studies with overall responsibility for the technical and business management of designated design, construction, renovation or alteration project processes.
Confers with GSA or client contacts regarding project requirements, building limitations and space usage to determine the most economical solution.
Prepares statement of professional scope of work and negotiates contract specifications and design changes with organizational elements of the agency and contractors. Prepares detailed cost or Architect/Engineer (A/E) fee estimates and pertinent correspondence, plans, reports, and A/E contract criteria necessary for project completion.
Serves as the Contracting Officer's Representative (COR). Exercises full delegated authority for the Contracting Officer, reviewing and inspecting the work as it proceeds in compliance with contract requirements.
Conducts briefings, discussions, and negotiations with high level agency representatives, GSA management, and project teams, contract A/E firms, construction firms and external stakeholders.
Coordinates with other assigned personnel to assure that all technical areas are covered, that proper design consideration is given and that the total project objectives and schedules are met.

The GS-13 salary range starts at $87,252.00

In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-12 in the Federal service. The specialized experience for this position is defined as experience performing in the role of Contracting Officer's Representative (COR) in managing designs, and construction contracts, including managing, coordination, and reviewing the activities of architectural and engineering firms, and construction contractors in order to accomplish a broad range of design and construction functions. This experience must also have included the application of technical knowledge and experience, such as the review of design documents for completeness, constructability, and compliance with standards.

Knowledge and ability to identify and facilitate the gathering of customer technical requirements and the ability implement coordination and Quality Assurance between disciplines.
Knowledge of and skill in applying concepts and procedures associated with project management, financial management and/or procurement vehicles to achieve project goals and objectives.
Knowledge of Contracting Officer's Representative (COR) duties and limitations as defined by the Federal Acquisition Regulations.
Ability to communicate effectively, both orally and in writing to effectively present technical engineering data to varied target audiences.
