Profile

Responsible for senior-level project management of large, complex and high profile wastewater treatment, collection and transmission, sanitary sewer, and pump station projects. Duties are: Provides the planning, engineering and financial assessment. throughout the conceptual, preliminary and final design and construction phases. Plays a lead role in providing strategic leadership for ongoing process improvement and organizational development. Prepares and evaluates detailed total project cost estimates. Leads a team of engineers, technicians, inspectors, and consultants performing design and construction administration duties on large complex projects. Proactively manages established capital project budgets; negotiates and manages architect/engineer contracts; assures conformance with contracting and project management SOP's. Oversees management of development contracts for construction. Provides proactive project management to establish and manage project schedules for design and construction, assuring high-level quality control for design documents and construction work. Ensures projects are completed within budget, on time, and are constructed to the highest quality standards. Supervises and directs construction contract administration staff to administer construction contracts for plant projects including design review, preparation of bid documents, bid process, contract award, and all aspects of construction contract administration. Makes public and senior management level presentations. Reviews plans and specifications for compliance with all local, state and federal code requirements; prepares value engineering studies; evaluates projects for energy conservation, environmental considerations, and operational and maintenance requirements. Assists with the development of capital improvement programs and the capital budget. Prepares project and development budgets and schedules. Serves as the lead point of contact for plant staff and senior county management on all plant projects.

Note

: the reporting location for this position will be the Noman M. Cole, Jr. Pollution Control Plant at 9399 Richmond Highway in Lorton, Virginia. Employment Standards MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following: Graduation from an accredited four year college or university with a bachelor's degree in urban/regional planning, architecture, landscape architecture, engineering, or a related field, and six years of progressively responsible experience in or affiliated with land planning and/or redevelopment.

PREFERRED QUALIFICATIONS:

The ideal candidate possesses the followings:

Ten years of progressive project management experience including planning, scope and budget development, site assessment and coordinating land acquisition, consultant selection, negotiations and contract management, development agreement negotiations, design and quality control, and construction administration. Outstanding oral and written communications skills and experience with both public and internal presentations to various audiences. Ten years of experience in planning, budgeting, design, construction, project management, and construction contract administration of complex wastewater treatment and collection projects. Knowledgeable of various wastewater treatment and collection processes and wastewater treatment plant operations. Detailed knowledge of local, state, and federal environmental regulations. Demonstrated expertise in managing multiple capital projects concurrently. Demonstrate innovative and efficient project management practices for the expedited completion of capital projects. Experience in conducting public meetings on capital project issues. Extensive experience as a team leader working on large complex wastewater projects. Extensive experience in all aspects of construction management, bidding, claims mitigation, contract negotiations, quality control, scheduling, project close-out. Certified Construction Manager (CCM) Information technology skills including use of Microsoft Office software such as Word, Excel, PowerPoint, and Project; Primavera, and AutoCad.

LICENSE/CERTIFICATIONS REQUIRED:

Possession of a valid Virginia Professional Engineer or Architect license. An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity. As a Professional Engineer or Registered Architect, signs and seals own work product and/or that of subordinate staff.

A valid driver's license is required.

NECESSARY SPECIAL REQUIREMENTS:

Is required to complete a criminal background check and credit check to the satisfaction of the employer.

Note:

Ability to perform field inspections at development sites, project construction sites or potential sites for future facilities.

PHYSICAL REQUIREMENTS:

With or without reasonable accommodation.

Ability to lift up to 30 lbs. Ability to bend, stoop, crawl and work in tiring and uncomfortable positions. Ability to walk, negotiate or traverse property sites that may be undergoing construction or having terrain that is not level. Work requires performing tasks in adverse weather conditions. Ability to perform field inspections at development sites, project construction sites or potential sites for future facilities.
